AN EDITORIAL: U.S. shouldn't slip on oil?s temptation in its Burma policy

So far, the Obama administration has carefully modulated its Burma policy, easing sanctions to welcome fragile democratic progress while recognizing the long distance still to cover. Now the modulation is at risk.

Administration officials are debating whether to allow U.S. oil companies to do business with Burma?s state-owned energy company. U.S. companies reportedly have been lobbying hard. But opening this area of investment would contradict the spirit of the policy that Secretary of State Hillary Rodham Clinton announced a couple of months ago. It would contradict the explicit advice, articulated at no small risk to her internal position, of democracy leader Aung San Suu Kyi. Why would President Obama want to undercut her at this delicate moment?

Burma, also known as Myanmar, is a resource-rich Southeast Asian nation of 50 million or so people that has been ground into poverty during decades of military misrule. Now, at the initiative of President Thein Sein, a former general, it is allowing more freedom and seeking economic and political connection with the world. Thein Sein and Aung San Suu Kyi, the Nobel Peace laureate who spent most of the past 23 years under house arrest, are trying to find common ground to push reform forward. The hopeful analogy is of South Africa?s F.W. de Klerk and Nelson Mandela.

Speaking to the British parliament a few days ago, Aung San Suu Kyi welcomed ?democracy-friendly investment . . . that prioritizes transparency, accountability, workers? rights and environmental sustainability.? The state-owned oil company represents the antithesis of these values; it has been a funder and enabler of the worst abuses of military rule.

The company ?lacks both transparency and accountability at present,? Aung San Suu Kyi said recently. ?The government needs to apply internationally recognized standards . . . on fiscal transparency. Other countries could help by not allowing their own companies to partner? with the Burmese firm ?unless it was signed up to such codes.?

Finding the right pace to ease sanctions can be tricky. Thein Sein and his faction need to demonstrate, both to hard-line opponents and to the public, that democratic progress will bring benefits. On the other hand, reformers are helped if they also can argue that further reforms are needed to win further concessions. Burma?s judges and media still are controlled, hundreds of political prisoners have yet to be released, violence continues against ethnic minorities and fewer than one in 10 parliamentarians were chosen through free elections.

But this isn?t one of the tricky calls. In April, Ms. Clinton promised ?a targeted easing . . . to help accelerate economic modernization and political reform. Sanctions and prohibitions will stay in place,? the secretary vowed, ?on individuals and institutions that remain on the wrong side of these historic reform efforts.?

The state-owned oil company has been on the wrong side. Until it takes steps to shift over, the United States should show that it meant what Ms. Clinton said. Rather than give in to oil-industry arguments against leaving the field to other nations, the United States should lead those nations in insisting on transparency as a condition of investment.

Two commitments, one departure on U.Va. football team

After two years of full recruiting classes, Virginia's football team likely will have fewer scholarships to give out in this summer's recruiting cycle.

As a result, the Cavaliers are getting more early commitments as prospects are saving their spots.

The Wahoos picked up two offensive linemen this week, as Massachusetts' Jack McDonald and New Jersey's Brad Henson gave verbal pledges to coach Mike London.

They represent the 14th and 15th commitments of the recruiting cycle. NCAA rules cap a team at 25 scholarships per year, but allow no more than 85 at any one time. This year's U.Va. class will be subject to the second restriction, and likely won't go higher than 20 scholarship players.

Part of that is subject to attrition on the team, and a U.Va. spot became open this week as well.

Linebacker Caleb Taylor, a Tidewater native, will transfer to Old Dominion. Taylor was a freshman who redshirted in 2011.

Because the Monarchs still are an FCS program this year, he will be able to play immediately and retain a full four years of eligibility.

ODU is in an unusual position to bring in players without penalty this year, something it won't be able to do in 2013 when it plays an FBS schedule. Virginia Tech linebacker Nick Dew is another touted player making that jump.

At U.Va., London will look to finish strong as he can afford to be more selective with his final scholarships. He also will have leverage with players as he tries to secure early commitments.

McDonald and Henson provided two of those on the offensive line. Each is a three-star prospect who received offers from other BCS schools.

Heat hampers efforts to fight Colorado fires

WOODLAND PARK, Colo. (AP) ? Air Force Academy officials were evacuating roughly one-third of households on the school's grounds Tuesday night as heavy smoke billowed from a wildfire that has burned homes near Colorado Springs.

The school said it was evacuating 693 residents in Pine Valley Housing, but an area of the 28-square-mile campus that houses cadets wasn't immediately evacuated. A new class of cadets is still scheduled to report on Thursday.

Fire officials had issued a pre-evacuation notice for the academy earlier Tuesday.

Fire information officer Greg Heule said earlier Tuesday that the fire was less than five miles from the southwest corner of the academy's campus.

Television images showed homes burning, and the Flying W Ranch southwest of the Air Force Academy said on its website that the ranch had burned to the ground.

Meanwhile, authorities in central Utah found one woman dead Tuesday when they returned to an evacuated area, marking the first casualty in a blaze that consumed at least two dozen homes and appears to be taking a turn for the worst.

Throughout the interior West, firefighters toiled in searing, record-setting heat that refused to relinquish its grip, as they struggled to contain blazes in Colorado, Utah and other Rocky Mountain states Tuesday.

Colorado has endured nearly a week of 100-plus-degree days and low humidity, sapping moisture from timber and grass, creating a devastating formula for volatile wildfires across the state and punishing conditions for firefighters.

"When it's that hot, it just dries the fuels even more. That can make the fuels explosive," said Steve Segin, a fire spokesman for the U.S. Forest Service.

All of Utah and much of Wyoming, Colorado and Montana were under a red flag warning, meaning conditions were hot, dry and ripe for fires.

Tuesday was the fifth consecutive day with temperatures of 100 degrees or higher in Denver, tying a record set in 2005 and 1989. On Monday, Denver set a record with 105 degrees. The previous record for June 25 was 100 degrees in 1991.

Other areas of the state also topped 100 degrees Tuesday, including the northeastern Colorado town of Wray, which hit 108, the National Weather Service said.

What the nation is now seeing is "a super-heated spike on top of a decades long warming trend," said Derek Arndt, head of climate monitoring at the National Climatic Data Center in Asheville, N.C.

The U.S. set 107 new temperature records Monday and in the past week has set 782 of them, which are large numbers but hard to put in context because the data center has only been tracking the number of daily records broken for little more than a year, Arndt said.

But what's truly impressive, Arndt said, is that in the past three days in Colorado and Kansas, nine sites have set records regardless of the date. Usually hottest-ever marks are set in the scorching months of July and August.

The scorching heat doesn't appear to be letting up soon. Segin said such prolonged heat is "extremely taxing" physically on firefighters, who are working long days and carrying heavy gear.

Television video from the 7-square-mile Waldo Canyon fire west of Colorado Springs, Colo., showed smoke and flames close to houses in a forested neighborhood northwest of Colorado Springs.

The fire was 5 percent contained.

Two specially equipped Air Force C-130 cargo planes were helping fight the fire, and a third was expected later in the day.

With the nation's privately owned fleet of heavy air tankers already in use or unavailable, U.S. Forest Chief Tom Tidwell said his agency had to call on the military to help.

Tidwell told The Associated Press in a phone interview Monday that about half of the nation's personnel who are usually assigned to large fires are working in Colorado right now.

"It's just because it's so dry," Tidwell said. "Not unlike New Mexico ? they saw very low snowpack, especially in that lower country. Hot, dry winds with dry fuels, you get the ignition, and this is what we see."

At the 136-square-mile High Park fire in northern Colorado, authorities increased the number of homes destroyed to 257, saying they found nine homes that hadn't been counted earlier. The total was already the highest of any wildfire in state history.

That fire was 55 percent contained.

In Utah, Sanpete County sheriff's officials haven't identified the body found or explained where the remains were found Tuesday morning while assessing damage in the area.

On Tuesday morning, officials announced that the 60-square-mile Wood Hollow Fire was 15 percent contained and lifted some evacuation orders amid predictions they'd contain the blaze even further. But winds fanned the flames again by afternoon, forcing authorities to shut down part of U.S. 89 near Indianola amid fears that the fire would jump the highway.

Evacuations were called for Fairview, a town of about 1,100 residents near the blaze, as the fire grew larger and more erratic.

Elsewhere in the West:

? A fire that charred nearly 70 square miles west of Ruidoso, N.M., was 90 percent contained, with many residents allowed to return home.

? A wildfire north of Helena, Mont., destroyed four homes and forced additional evacuations. Gov. Brian Schweitzer issued a state of emergency for four counties.

? A wildfire in the Bridger-Teton National Forest grew from about 300 acres to 2,000 acres Tuesday, marking the first major wildfire of the season in western Wyoming.

Uninspired

There?s something that has been bothering me lately. Around the time that Tumblr?announced?they would be actively screening and banning accounts & posts which promoted self-harm and eating disorders, I noticed a new trend.

Fitness Inspiration. Or, ?fitspo? for short. A little background: the type of stuff Tumblr was taking aim at (although how effectively they?ve implemented this policy is arguable) was content that actively promotes or encourages eating disordered behavior. Images of emaciated people, usually women, emphasizing characteristics of being extremely underweight that are circulated by ?support? communities for eating disorders, but all they support is the continuation and reinforcement of life-threatening disorders.

The average person sees this crap and they are appropriately upset by it. However, it was quickly replaced by ?fitspo?. This, it seems, is perfectly okay with the average person. Images of female athletes doing physically demanding activities, extreme yoga poses, or close-ups of some stomach muscles accompanied by some ?motivational? captions.

On the surface, it may seem harmless enough, encouraging people to exercise and to eat well. Exercise is good, right? Food is good, right? As a runner, I can?t disagree with either of those sentiments. I enjoy exercising, I sleep better when I?m active, and I make sure to eat in a way that supports all the activity I do because I want to make sure I?m giving my body what it needs.

There are two things I don?t really ever look at, though: the mirror and the scale. Here?s why.

Sometimes weight loss can be a legitimate part of improving one?s health (I dislike the phrase ?getting healthy? because it unavoidably implies that one is lacking in health). But, I vehemently reject the notion that weight loss is an?intrinsic?part of improving health. I?m far more interested in knowing how fast I can run a mile in or how far I can run, so the time on the stopwatch is way more relevant than the number on the scale.

And then we have the mirror, which is where the problem with this ?fitness inspiration? stuff really comes into play. I?m less concerned about how my body looks than what it?s capable of doing. Unfortunately, that puts me in the minority, and this health/fitness trend has created a whole new brand of body shaming & dissatisfaction. Those ?motivational? phrases I mentioned? There?s one that seems to get a lot of circulation that says, ?Skinny girls look good in clothes. Fit girls look good naked.?

Sorry, but screw that. This is nothing but weightism under the guise of what has been deemed a socially acceptable means of critiquing bodies. I wrote about this before, but?when I ran the half marathon?in ?November 2011, there were some people who were much more experienced runners who were also much larger individuals than me. I doubt that anyone would think to put their picture on some ?fitspo? because they don?t look like a seasoned Nike triathlete, but they were in excellent?health, and they finished their 13.2 mile run at least thirty minutes before I did. And when they crossed that finish line, I bet you they felt pretty damned good about themselves (just like I did!).

There is so much more to our HEALTH than what we see in the mirror and what that the scale says. You?cannot?assess your health by looking at either. That doesn?t stop people from trying, though. A friend recently linked me to an online company that asks you to send in a photo of yourself in your underpants and their ?experts? will provide you with a fitness assessment and exercise plan. Aside from the fact that this service, which is pretty much exclusively marketed to women, is a little on the creepy side for asking for those kinds of pictures, it reinforces the notion that your health can even be assessed by just a few pictures.

That?s just it, though. This was never about health ? it?s all about body image, and assumption that you are (or should be) dissatisfied with the way you look. The only way to have any kind of standard, though, is to compare your body to other bodies, because if we all looked identical, it wouldn?t be an issue, right? Comparing yourself to others, though, is a surefire way to never, ever be satisfied with what you have or how you look.

Lexie Kite, co-founder of a group called Beauty Redefined, did a really great write-up on why this stuff is so problematic. From her article:

If these images and texts motivate you to respect your body as something that can do so much good, make and reach fitness goals, and maintain health that will keep you happy and able, then they are appropriate for you. If they motivate you to worry about being looked at or to improve parts of your body to meet a beauty ideal you see in media, you must be aware of this. Virginia at?VirginaSoleSmith.com?so concisely says, ?Pay attention to how it makes you feel to be ?inspired? by lots of photos of a largely unattainable beauty ideal. Because that?s what rock hard abs are, after all. Yes, sure, core strength is important for your health. But pictures of bikini-clad, chiseled muscles beaded with sweat? That?s about pretty, not about health.

I think it?s important to call out body shaming and weightism whenever we see it. ?Fitspo? provides a socially acceptable means of both increasing dissatisfaction with our own bodies as well as for critiquing others, and it?s these less obvious ones that I think do the most damage.

Tropical Storm Debby continues to be a big rainmaker in Florida and southern Georgia and NASA's TRMM satellite has measured those rainfall rates from space, showing where heavy rain has fallen.

The Tropical Rainfall Measuring Mission (TRMM) satellite is basically a flying rain gauge in space. Scientists use TRMM data to calculate rainfall rates and rain totals from space. TRMM imagery from June 25 showed Debby's heaviest rains were falling at a rate of over 2 inches (50 mm) per hour, and to the southeast of the center.

Debby has been a huge rainmaker. For example, Debby dumped nearly 7 inches of rain on Gainesville Sunday, June 24. That was Gainsville's second highest one day total. Numerous other reports of between 6 and 10 inches of rain have already been reported as a result of Debby.

Debby's Status Today:

Today, June 25, 2012, a tropical storm warning is in effect for the Florida Gulf coast from Mexico Beach to Englewood. At 8 a.m. EDT (1200 UTC), Debby had maximum sustained winds near 45 mph (75 kmh). It was still centered in the northeastern Gulf of Mexico, about 85 miles (140 km) west of Cedar Key, near 28.9 north latitude and 84.5 west longitude. The estimated minimum central pressure is 991 millibars. Debby is slowly moving toward the east near 3 mph (6 kmh) and is expected to move east-northeastward in the next couple of days, according to the National Hurricane Center (NHC). NHC forecasters note that Debby's center will weaken to a depression while moving over northern Florida in the next day or two.

Debby's History:

Tropical Storm Debby formed on the 23rd of June 2012 in the central Gulf of Mexico, becoming the earliest 4th named storm on record. Debby began as an area of low pressure that moved out of the northwestern Caribbean and into the Gulf. After forming on the afternoon of the 23rd, Debby has moved very slowly under the influence of weak steering currents.

Debby drifted ever so slowly northward on the night of the 23rd before turning northeast later on the morning of the 24th towards the northeast Gulf Coast of Florida. Despite its slow forward progress and lack of intensification, Debby has already lashed Florida with heavy rain as well as tornadoes.

What TRMM Data Reveals:

The Tropical Rainfall Measuring Mission (or TRMM) satellite captured an image of Debby when it passed over the storm in the north central Gulf of Mexico on the morning of June 24 at 11:51 UTC (6:51 a.m. CDT). TRMM revealed that most of the rain associated with Debby is well away from the center. A large area of moderate rain north and east of the center extends from near Tampa Bay all the way around to near Panama City. A large band of intense rain lay just off shore, while light to moderate rain covered a broad area of the Florida peninsula.

How Rainfall is Mapped:

Data from several TRMM instruments are used to create rainfall images at NASA's Goddard Space Flight Center in Greenbelt, Md. Rain rates in the center of image swaths are from the TRMM Precipitation Radar (PR), while those in the outer swaths are from the TRMM Microwave Imager (TMI). The rain rates are then overlaid on infrared (IR) and visible data from the TRMM Visible Infrared Scanner (VIRS). TRMM is a joint mission between NASA and the Japanese space agency JAXA.

Coastal flooding and the potential for isolated tornadoes are continuing threats today. The storm is also expected to continue to bring very heavy rains to northern and central Florida where some areas could see in excess of 20 inches of rain. Storm speed is what matters most when it comes to rainfall; the slower the storm, the more time it has to rain over a given area.

Nuremberg, Germany: The use of genome-wide array analysis[1] in parents whose children are suspected of having a genetic disease shows that the parents frequently also have previously undetected genetic abnormalities, a researcher from The Netherlands told the annual conference of the European Society of Human Genetics today (Sunday). Being aware of this is important to parents because it means that their risk of having another affected child is significantly increased.

Dr. Nicole de Leeuw, a clinical laboratory geneticist in the Department of Human Genetics of the Radboud University Nijmegen Medical Centre in Nijmegen, and colleagues performed genome-wide SNP[2] array analysis in 6,500 patients and 1,874 parents. The patients had intellectual disability and/or congenital abnormalities, and the parents of those in whom an aberration was detected were tested in a similar way to determine whether they had the same aberration as their child. Mosaic aberrations, where both genetically normal and abnormal cells are present in an individual, were not only found in one in every 300 patients, but in one in every 270 parents as well. "These abnormalities occurred more frequently than we had expected", said Dr. de Leeuw. "Armed with this knowledge, we can try to understand not only why, but also how genetic disease arises in individuals, and this can help us to provide better genetic counselling."

Analysis of patients' genomes showed 6.5% de novo (spontaneously arising) genomic imbalances, 9.1% of rare, inherited imbalances, and 0.8% of X-linked abnormalities. Moreover, with the additional data from their SNP array test results, the researchers were able to subsequently find pathogenic mutations in recessive disease genes, uniparental disomies (where a single chromosome is doubled leading to two genetically identical ones), and mosaic aneuploidies (an extra or missing chromosome in some of the cells of the body) in about 30 patients.

"In at least seven families, these findings meant that what we had thought of as a spontaneously arising, non-inherited genetic abnormality in a child was in fact already present in some form in the parent", said Dr. de Leeuw. "Furthermore, when we tested in different cell lines for example, DNA from blood and that from a mouth swab we often found that results varied. This is because mosaic aberrations can occur in cells in some organs and not in others, and underlines the importance of not just relying on one type of cell line for this kind of genetic diagnosis."

In two cases these tissue-dependent differences changed over time, and the researchers believe that this was due to an attempt by the body to correct and rescue the situation. "Such rescue attempts are best known in cases of trisomy, where there are three chromosomes instead of two in a cell, or monosomy, where there is only one. In both these cases, the body may try to correct the situation by respectively deleting or adding (doubling) a chromosome. Such rescue mechanisms may be more common than we expected, and by using genome-wide SNP array analysis it will help us to reveal them. For some patients, it would be particularly interesting if we could test multiple samples of these patients over time", said Dr. de Leeuw.

The majority of genetic diseases are not treatable, but in some cases a special diet may reduce the severity of the symptoms ,for example, in phenylketonuria (PKU) or in coeliac disease, in others the same can be obtained by periodic examination of certain organs (for example in Down syndrome or Marfan syndrome). Sometimes hormone treatment will be of benefit to the patient, for example growth hormone treatment in Turner syndrome. For most patients with a genetic disorder, there is no cure, but knowing the genetic cause of their disease may help and improve the care for these patients through knowledge about other patients with the same disease. And if the family is at risk of a genetic disease, couples considering having children can be better informed as to their options, the researchers say.

"By using genome-wide array analysis to look for imbalances in the human genome, we will uncover more and more accurate findings in patients. This will not only increase our knowledge of genetic disorders and the human genome in general, but if we can also collect the clinical features of these patients in a structured and uniform way, the information will become increasingly valuable. Fortunately, this is becoming easier due to advances in tools and software applications, and many professionals in the academic and commercial world have agreed to collaborate in order to substantially increase the genotype/phenotype collection and make these anonymised data publicly available to medical professionals in order to improve patient care worldwide", Dr. de Leeuw concluded.

Voila. Marre d'attendre ICS, j ai install? aujourd'hui cette rom. Avantage de pouvoir choisir de passer le t?l?phone en mode tablette ou en mode hybride.

En mode tablette, on a un ICS tablette.
En mode hybride, on garde le launcher t?l?phone. Mais les applis comme gmail, settings sont en mode tablette. Je suis actuellement avec ce mode qui a l'air pas mal du tout.

Sinon. Je retrouve enfin l'interface ICS de base. ?a me fait vraiment du bien apr?s 4mois de touchwizz. D'ailleurs, j'?cris en ce moment sur mon note et je m'aper?ois que le clavier de base ICS est vraiment performant.

Drinks and ice creams are the biggest drain on the holiday purse and the average family forks out ?67 per child on luxuries they can?t afford.

Demands to visit pricey water parks, play coin-operated seaside games, go on pedalo rides, buy new gear like a bucket and spade and get jelly shoes to wear on the beach leave hard-pressed parents fearing they?ll plunge into the red.

With just days to go before schools break up for summer, figures in the new Post Office Scottish Family Holiday report show how easily extras can overstretch carefully worked-out budgets.

But savvy Scots can dodge being stung by sky-high prices in Europe by swapping their favourite destination for a cheaper one.

Bulgaria and Turkey are the best-value holiday spots but there is less good news for Scots planning trips to Majorca or Italy. Post Office travel money boss Andrew Brown said: ?We advise parents to set a budget and stick to it. Pack kids? gear such as jelly shoes, goggles, towels and last year?s lilo to avoid buying them abroad.

?Families still to book should consider package and resort costs before making their decision. Spain is still good value and so is Portugal.

?Buy currency before leaving home to avoid poor airport bureau rates and take enough foreign cash ? changing money abroad is more expensive when bank charges are added.?

Pester power costs least in Bulgaria and Turkey ? with the top ten kids? extras costing ?151.21 in Sunny Beach, Bulgaria, and ?185.85 in Marmaris, Turkey.

But in Majorca, Spain, the same items cost ?228.37 while in Sorrento, Italy, parents will find themselves forking out ?238.96.

Two in five parents admit to splashing out on a family water park visit ? a treat that costs from ?42 per child in Bulgaria to ?73 per child in Corfu, Greece. On a week-long break, two Cokes and two ice creams a day costs ?30.80 in the Algarve but ?54.60 in Turkey and ?64.40 in Italy.

A family of four can buy two lilos ? one per child ? for under ?5 in Bulgaria but pay over three times that in Corfu, Italy and the Costa del Sol.

Scots families say Spain is the best-value destination while Italy is poorest value.

The best-buy bucket and spade is in Turkey where two will cost ?3.90 but parents can expect to fork out four times as much ? ?12.28 ? in Crete.

Taking an hour?s pedalo ride twice during a holiday carries a price tag of ?26 in Portugal and Crete. By contrast, in Turkey the bill is just ?11.72.

Corfu and Portugal are the cheapest places for a family of four to eat out at ?43.86 for a three-course meal with drinks. But in Sorrento, Italy, a bill for the same dinner would be more than double at ?105.26.

And new goggles and snorkelling gear will cost ?13.96 in Bulgaria but three times as much ? ?40.36 ? in Portugal.

But there?s a light at the end of the tunnel. The crisis in the Eurozone means Scots may be BETTER off than last summer.

Mr Brown said: ?Sterling is doing much better against the euro this year.

?That means holidaymakers who do their homework can expect to have more than eight per cent more money to spend than in 2011.?

(AP) ? A risk of engine fires is forcing General Motors to recall its popular Chevrolet Cruze compact car.

The recall covers the 2011 and 2012 model years and affects more than 475,000 cars, which have ranked among the top-selling U.S. compacts over the past two years.

The fires can ignite when fluids, mainly oil spilled when it is being changed, drip onto a hot plastic shield below the engine, the company said Friday. GM knows of 30 fires caused by the problem. Flames engulfed and destroyed cars in two cases reported to the National Highway Traffic Safety Administration. No injuries have been reported, spokesman Alan Adler said.

To eliminate the risk of fires, dealers will cut the shield to let the fluids drain to the pavement, GM said. The repairs take about 30 minutes and are free, the company said.

Cruzes with completely worn-out manual transmissions also can leak fluid onto the shields in rare cases, GM said.

The recall includes cars built from September of 2010 through May of 2012 at GM's Lordstown, Ohio, assembly plant. They were sold in the U.S., Canada and Israel.

The Cruze is a strong competitor in a market where GM has fallen short in the past. The car came out in 2010 and was the top-selling compact in the U.S. from May through September last year.

But sales have started to fall as more Toyota Corollas and Honda Civics become available. Both were scarce after a 2011 earthquake and tsunami in Japan hobbled production.

Still, GM has sold more than 351,000 Cruzes in the U.S. alone, including almost 95,000 so far this year.

GM Vice President of Quality Alicia Boler-Davis said in a statement that the company apologizes for any inconvenience to its customers. GM, she said, is working to assure customers that the Cruze "is the safe and durable car they purchased."
