Key IMF loan talks begin in Cairo, reducing budget deficit is focus

The goal, according to IMF director for the Middle East and North Africa Masood Ahmed, is to phase out wasteful subsidies, especially in the energy sector, and to use the resources for more spending on health, education and infrastructure development as the country emerges from decades of authoritarian rule.

The IMF talks in Cairo will aim to reach an agreement before the end of the year. The deal is likely to unleash further financing from other international lenders like the African Development Bank,the World Bank. Finacning by regional donors such as Qatar and regional donors.

The Obama administration has also said it will offer Egypt $1 billion in debt relief as well as financing and loan guarantees for American companies and banks to invest in Egypt.

Egypt's economic problems are enormous. A budget deficit has mushroomed to 11 percent of gross domestic product, there is massive youth unemployment and currency reserves are low.

The government has spent the last several months developing an economic program and ensuring political and social support for it at the IMF's insistence. Ahmed said in an interview with Reuters the IMF mission will assess the specifics of the plan in coming weeks.

"The program has to address the challenges that Egypt now faces," said Ahmed.

"These challenges are quite formidable and they are both short-term challenges in terms of strengthening fiscal and external resilience, but also the challenge of laying the foundation for a revival of economic activity over the medium term that is going to provide jobs.

"Beyond the short term problem, the Egyptian economy has to be guided by a vision of inclusive and job creating growth, with more transparency and a level playing field. The future cannot be a return to the past."

Ahmed emphasized that it was important to prevent the budget deficit from widening further through a gradual reduction in energy subsidies, 60 percent of which benefit the wealthy that have more money to spend on energy products.

One proposal is to target the subsidies at Egypt's poorest households through direct cash transfers or vouchers. Cutting subsidies is a political hot button issue and Ahmed said it was important that the government be open and clear about its intentions.

The government, which took office in July, has vowed to push through reform of the subsidies, which consume as much as a quarter of the state budget, but still has to explain how or when it will happen.

"Our experience with subsidy reform in many countries is that such reforms are best done when they are well prepared and phased in rather than implemented overnight," Ahmed said. "I don't think it will be sensible to try to implement hasty changes in a way that aren't fully thought through or risk backlash.

The IMF has estimated that with necessary measures the government will be able to reduce the budget deficit to 10 pecent of GDP in the financial year ending June 2013. It also believes that further substantial cuts in the budget deficit will be needed in 2013-2014 to put the budget on a sustainable path.

Implementing the measures will reassure investors and boost confidence, Ahmed said.

"You have to take measures that are seen as being substantial and credible and have an impact on the outcome, even in the first year," Ahmed said. "At the same time I believe you also have to signal the direction of subsequent actions that will be taken.

"You also don't want to over-reach because if you cut back spending too quickly then you also have an impact on growth -- in a way you're cutting back stimulus - so its a fine balance."

Ahmed said the an IMF program will also help lower interest rates that local banks charge, which have been pushed up by increased demand by the government for financing and growing incertainty. Egyptian government has been borrowing around $2 billion a month from local banks, crowding out financing available for the private sector.

Analysts have suggested that one way of boosting economic activity and exports is for the government to educe the value of its currency. Some analysts have estimated the Egyptian pound to be overvalued somewhere in the vicinity of 40 percent.

The debate is a political hot potator and Egypt's president Mohamed Mursi has rejected any notion of a currency devaluation.

"I don't want to get into specific valuations, but the important point is that over the medium term Egypt needs to build resilience and become competitive," Ahmed said when asked whether Egypt will need to devalue its currency.

Popular protests in 2011 chased away both tourists and foreign investors, two of Egypt's main sources of foreign exchange, putting pressure on the currency and helping to widen an already gaping budget deficit.

A weaker pound would encourage exports and stop a drain on foreign reserves.

If the allegations prove to be true Shell could be barred from doing business with the US government, in any form. That would include the acquisition of Federal leases for oil and gas exploration and exploitation purposes.

University police keeps football games safe

ASU Police has seen a decline in crimes at sporting events in Sun Devil Stadium. There has been a reported decrease in minor in consumption citations, less hospitalization and less fighting or dumping of food and drinks, which is the most common crime at football games. Some football fans are quick to attribute the decrease in crime to the increased presence of families, but the family presence at Cardinals games is just as high, if not higher.

It?s more likely that the increase in University law enforcement is the reason students can enjoy a safe game of football. In addition to increased police presence, a lack of sport rivalry and heightened security preparation has contributed to the overall safer sports experience. There are even undercover cops in ASU gear roaming pre-game tailgate parties to issue MICs to underage drinkers before they can enter the stadium.

There were approximately 90 police officers from several local police departments at or near Sun Devil Stadium during Thursday?s game against Oregon, and more than twice that many event security officers. Officers are on hand to prevent whatever crimes any football fans would even consider committing.

Of the 72,000 attendees who filled the stadium (at least until Oregon?s early lead sent fair-weather Sun Devil fans fleeing to escape the mad traffic rush), only three needed medical attention, one of whom was in the student section. Part of this could be attributed to the cooler temperatures and part has to do with the stadium?s lack of alcoholic beverages.

The University has worked hard to ensure that alcohol stays out of all campus festivities, including sporting events. As a result, not only do no altercations result from the uncomfortable occurrence of a spilled beer drenching one?s shirt, violence in general is less prevalent at Sun Devil Stadium than wet venues.

The alcohol ban impacts the amount of violence at Sun Devil Stadium. If one were to look at other collegiate sporting venues like the Los Angeles Memorial-Coliseum, where the USC Trojans play, there are more opportunities for violent altercations due to the presence of alcohol.

Security is fairly tight at our stadium and it doesn?t let fans rush the field, so ASU police don?t have to worry about trespassing or unruly fans. The structure of Sun Devil Stadium lends itself well to the managing of overly-enthused fans. There also aren?t very many student visitors from rival teams that sit in student sections. They prefer to sit on the other side of the stadium, which limits occasion for conflict.

Police presence at the stadium drastically increases for rivalry games, like the annual ASU-UA Territorial Cup, but ASU games have still been relatively calm during the past couple of years, according to ASU Police Assistant Chief Jim Hardina.

Let?s hope ASU?s police department and sports fans can keep the ball rolling on the University?s new safety trend.

Participants are challenged to create a seven-minute film using only linear editing and incorporating at least five elements from a list of 11 distributed to teams at the beginning of the event -- all in the time it takes the Earth to rotate once.

Judges on Saturday night selected the top 10 films, which will be screened at noon Sunday at a public event at eTown Hall.

"As a filmmaker, I thought it was something that would be fun to do, and it just took off," said Shoot Out Executive Director Michael Conti, who founded the event in 2004. "I'm always excited to see what's going to be on the screen."

Conti said Boulder is perfect for the event because of its size and creative culture. The competition is sponsored in part by the Boulder International Film Festival and the Peppercorn, a Pearl Street Mall retailer.

This year, Boulder's Danny Ferry participated in his fourth Shoot Out, and it was his second with a core group of friends he has known since his days as a Boulder High School student. The cast and crew included Joshua Marable, Tim Brazzell, Ryan Curtin, Katrina Miller, Laura Baukol and Katie French.

Ferry and fellow schoolteacher/filmmaker Sia Urroz co-produced the team's entry this year, titled "The Color Kite Fantastic." The film is a story about a rock star coming to grips with his own recent death, according to the filmmakers.

Urroz said they left their pre-written script fairly loose so that items from the official competition document, "the brief," could be included.

The brief lists specifics -- such as a pair of men's briefs, a briefcase, a vinyl record, the Tom's Tavern sign and a mandatory phrase, "We are here to help each other through this thing, whatever it is" -- some of which must appear in every film entry, according to competition rules. At least one element must pop up in the first 30 seconds of any entry.

The brief is only handed out to teams when the 24-hour clock starts, preventing pre-shooting, organizers say.

Ferry admitted his team had extra motivation after being disqualified last year for a film that came in at eight minutes long, violating the competition rules.

"We were embittered last year, but we broke the rules," Ferry said. "This is kind of a redemption piece."

"The Color Kite Fantastic" features some psychedelic '60s-era costumes and many sets, which required the team to start at 7 a.m. Saturday, after staying up until 1 a.m. working on ideas the night before. The team members started their second day of filming by taking in the sunrise from atop the parking garage at 1500 Pearl St. A shot of the Flatirons from that location was one of the sets listed in the brief.

Because the films must be shown as they are shot and cannot be digitally edited, the team members painstakingly went through each scene over the 24-hour filmmaking process, making sure they had the perfect take before moving to the next shot. Between 7 a.m. and noon Saturday, the team shot at four different locations, twice stopping at Eben G. Fine Park for separate scenes.

AshleyClaire Albiniak-Masters is producing this year's Shoot Out after four years of participating as a filmmaker and doing some preliminary judging. She said her new job has been just as sleepless as making a movie.

She lauded the efforts of the many volunteers organizing and judging this year's event, and she is hoping for a packed house for Sunday's screening.

"There is very much a level of excitement and adrenaline that is happening (at the screening)," she said. "It generates a big energy in the space."

Shoot Out filmmaker Anton Pinkerton, 14, said he is happy to be competing against adult filmmakers because it gives him a better idea of where his skill level is by comparison. The Superior resident and Denver School of the Arts student partnered with his friend Sam Schrag, 14, of Louisville, on their second Shoot Out film, titled "Pizza."

Shot almost entirely on the Pearl Street Mall, "Pizza" chronicles the theft of a slice of pizza and the quest to get it back, Anton said.

He said he enjoys the community atmosphere of the Shoot Out, with the filmmakers coming together to share their passion.

"It's just the experience of making movies and being surrounded by people that make movies," he said.

Social media sensation dies of cancer at age 13

LOUISVILLE, Ky. (AP) ? Lane Goodwin, a small-town boy who won a huge Facebook following for his thumbs-up attitude about his cancer, has lost his battle with the disease.

The 13-year-old Kentuckian died Wednesday night, eliciting an outpouring from his heartbroken followers.

The announcement of Lane's death came on his Facebook page, which had 369,000 followers as of Thursday. The announcement said the boy from Beech Grove who loved fishing and soccer had "gained his angel wings."

University of Kentucky basketball coach John Calipari was among the many whose thoughts and prayers were with Lane's family.

"Let's all give one more thumbs up for Lane," Calipari tweeted.

Lane was an avid St. Louis Cardinals fan, and some Cardinals fans held up signs in support of Lane during the baseball playoffs.

Lane was diagnosed with Alveolar Rhabdomyosarcoma, a rare form of cancer, in 2010. He completed chemotherapy treatments late that year, but had a relapse in the summer of 2011.

The Thumbs-up for Lane campaign, started as a way to encourage the boy and his family, spread worldwide on social media. His followers included country music stars, athletes, politicians and Ernie Brown ? the cable television star known as "The Turtleman."

Brown was Lane's favorite celebrity. The homespun star known for getting rid of unwanted reptiles and other critters with his bare hands had visited Lane's home in western Kentucky a few weeks ago. They hit it off from the start, Brown recalled Thursday.

Lane told Brown how he once hooked a shark. He showed Brown his room, filled with pictures of "Turtleman."

"We sat there and talked and talked and just had a good old time," said Brown, who choked up with emotion while remembering his young friend. "We got up and did the 'Turtleman' dance until he got worn out."

Brown said Lane was an inspiration to others.

"People really looked up to him," he added. "He sure made his mark in the world and he'll never be forgotten."

Lane's family issued a statement remembering his "beautiful smile" and his Christian faith." The family thanked his many supporters for their "incredible display of human kindness."

"We have been amazed and touched by the worldwide thumbs-up movement in honor of Lane," the family said.

"Lane believed that the awareness this movement brought for childhood cancers would lead to a cure. Lane's legacy will live on as we move forward with the commitment we made to him to find a cure."

Funeral services were set for Monday and will be streamed live over the Internet, according to a post on the Facebook page.
